SCB optimistic Thai stocks will see positive change

SCB Securities (SCBS) is now seeing the low-performing
Thai stock market, due to COVID-19, as an investment opportunity, with food,
retailing and power plant businesses expected to see the best recovery.
SCB Securities’ Managing Director and Head of Research
Sukit Udomsirikul revealed that Thailand’s stock indices have continued to
decline in September, in line with earlier projections by analysts. However,
the stocks now have growth opportunities, due to the government’s several
economic stimuli and resolutions of some issues.
Mr. Sukit said the pressing issue is the level of
non-performing loans (NPLs) in the financial sector. Meanwhile, the United
States presidential election in November may result in more investment in
Thailand, should Joe Biden win the election, due to the diversification of
investors’ portfolios, from U.S. stocks into emerging markets. This scenario
may help the Stock Exchange of Thailand (SET) index rebound to 1,300 points.
SCBS Research Managing Director said business
categories that are safe for long-term investments are now food, retailing
and power plant businesses, followed by hospitals. These businesses are
expected to perform well, once COVID-19 crisis resolves.
He has pointed out that the SET index, now between

Bangkok to renovate Khlong Chong Nonsi as new tourism attraction

The BMA’s
Department of Drainage and Sewerage is now working on the development of
Khlong Chong Nonsi into a recreational space and tourism attraction.
The Bangkok Metropolitan Administration (BMA) is
planning to expand and renovate the walkways by Khlong Chong Nonsi, in a
development project for this downtown canal, to develop it into a new
tourism attraction, by April next year.
The BMA’s Department of Drainage and Sewerage is now
working on the development of Khlong Chong Nonsi into a recreational space
and tourism attraction.
The project is divided into the urgent short-term
phase, which includes the removal of garbage and debris from the canal,
cleaning of surrounding areas and landscaping. Surrounding buildings are
asked not to release any waste water, fat or oil into the canal.
The long-term development phase will include the
renovation of the sewers and landscaping.
Khlong Chong Nonsi plays a vital role in flood
prevention in Bang Rao, Sathorn and Yannawa districts of Bangkok, by
collecing rainwater and releasing it into the Chao Phraya River.
The BMA will be designing new walkways along the canal,
which will be wider, for greater pedestrians’ convenience, and to provide
better scenery. City hall plans for these new walkways to be built by
private companies and retail stores in the area, as a form of donation,
instead of providing cash to the BMA, or will construct them using the BMA’s
budget.
The construction of the new walkways is expected to be
completed by April next year. Once complete, the renovated Khlong Chong
Nonsi will become a new tourism attraction in Bangkok, which will help
promote trade and stimulate the grassroot economy, improving the livelihoods

Thailand targeted as world’s food bank

The Minister
of Agriculture and Cooperatives, Chalermchai Sreeon.
The Ministry of Agriculture and Cooperatives has
announced a policy to make Thailand the world’s food bank, thanks to the
country’s high production capacity in the farming sector, which can still
supply global food demands, despite the ongoing COVID-19 crisis.
The Minister of Agriculture and Cooperatives,
Chalermchai Sreeon, delivered a speech at a meeting with 107 ambassadors and
diplomates from 62 countries and international organizations based in
Thailand.
The Minister reassured attendees that Thailand has not
implemented any export ban on farm products, and will continue to support
international trade under the market mechanism, stressing that Thailand is
ready to serve as a food bank for the Southeast Asian region during COVID-19
pandemic.
Minister Chalermchai revealed that the Thai government
has put in place the 3S framework, comprising Safety, Security, and
Sustainability.
On the safety aspect, the manufacturing of farm
products must follow safety protocols, such as the GAP and GMP standards.
The government is encouraging farmers to implement technologies, to enable
traceability in all manufacturing processes, instilling greater confidence
among consumers.
On security, the government has introduced the
Market-led Manufacturing principle, to control costs and improve the yield,
helping farmers to have better livelihoods and higher income. Projects have
been initiated to develop farming organizations further and new generations
of farmers on new skills, such as online marketing.
On sustainability, the government is promoting a more
sustainable approach for manufacturing resource management, adding small,
medium and large water reservoirs, and tackling illegal fishing, to promote
sustainable fishing. Farmers are encouraged to implement new technologies,
which will help improve the Thai farming sector’s competitiveness on the

Thailand real estate deposit, down payment refunding in case of declined mortgage

The Office of the Consumer Protection Board (OCBP)
signed a Memorandum of Understanding (MoU) with the Thai Real Estate
Organization, the Housing Business Association, and the Thai Condominium
Association and real estate companies, following a delay of the initial
signing date in June.
With this MoU, customers purchasing condominium units,
housing units or other property can have their deposit and down payment
refunded from the projects, in case of a declined mortgage application by
financial institutes, as well as associated fees in the contract.
60 percent of the down payment will be refunded to
customers in case of their employment termination, illness, or disability.
The entire down payment amount will be refunded to the customers’ family
member in case of their demise.
This MoU was achieved through cooperation with 13 real
estate companies. The signing ceremony of this MoU was presided over by Mr.
Anucha Nakasai, a Minister attached to the Office of the Prime Minister.
Mr. Anucha said this cooperation will provide
protection for consumers, while at the same time provide a form of
compensation from businesses on the basis of compassion. He said this will
become a model for the creation of trust between consumers and businesses. (NNT)

Siriraj Hospital to hold King Rama IX memorial ceremony

13th October marks the passing of His late Majesty King
Bhumibol Adulyadej. This year, Siriraj Hospital will be holding a memorial
service for His late Majesty for the 4th year, under the theme "the King in
our Memory".
Dr. Prasit Watanapa, the Dean of the Mahidol
University’s Faculty of Medicine, Siriraj Hospital, announced that the
hospital will be holding a memorial ceremony for His late Majesty King
Bhumibol Adulyadej on 13 October 2020.
The ceremony will start at 6:30 a.m. with an alms
giving ceremony for 39 Buddhist monks, followed by a prayer service. Special
remarks will be delivered by Chaipattana Foundation Secretary General Sumet
Tantivejkul at 1 p.m.
A 9-minute silence will be observed at 3:52 p.m., which
is the time of His late Majesty’s passing, followed by a ceremony during
which Siriraj Hospital workers and the general public can pay their
respects. Then, participants will be looking to the 16th floor of Chalerm
Phrakiat building to the room where the late monarch stayed, and pay their
respects. The ceremony will end with a signing of a royally composed song
"The Impossible Dream".
Dr. Prasit said participants are asked to wear a yellow
shirt, however the general public are able to express their respects at home
before His late Majesty’s royal portrait, instead of visiting the hospital,
to comply with the social distancing measures against COVID-19.
Siriraj Hospital will be opening its museum to
visitors, free of charge, on 13 October. The museum will house as special
exhibit featuring the vehicles, radios, cameras and photographs related to
His late Majesty King Bhumibol Adulyadej, some of which will be displayed

Technology for a village health volunteers’ academic meeting.

volunteer awards 2020 to selected volunteers, and gave a speech of
encouragement for health volunteers and workers who are on the frontline in
the operation to prevent and control the spread of COVID-19.
He said some one million village health volunteers
nationwide represent people with the sense of volunteerism and sacrifice,
helping to take care of the health and wellbeing of people in their
communities.

village health volunteers in four regions across the country to honour the

Monorail trains for Bangkok’s Pink and Yellow Lines arrived at Laem Chabang port, Chonburi

Both trains
are parts of 72 driverless Bombardier Innovia Monorail 300 trains that will
run on both railways which are under construction and will be feeders of
main electric railways.
The first two monorail trains that will run on Pink and
Yellow Lines in greater Bangkok were received at the Laem Chabang port as
the two lines were set to start operation in two years.
Prime Minister Prayut Chan-o-cha and executives of the
Transport Ministry, the Interior Ministry and the Metropolitan Rapid Transit
Authority ceremonially accepted the trains on Thursday.
Both trains are parts of 72 driverless Bombardier
Innovia Monorail 300 trains that will run on both railways which are under
construction and will be feeders of main electric railways.
All the trains will be delivered within next year and
both monorail lines were scheduled to start operation in 2022.
Each train will initially consist of four cars that can
carry up to 17,000 people per hour per direction. Later each train will
comprise up to seven cars with the capacity of carrying 28,000 people per
hour per direction.
The Pink Line will stretch 34.5 kilometers on the
west-east direction north of Bangkok, from Kae Rai to Min Buri. It will
connect to Purple, Red, Green and Orange Lines in Nonthaburi, Laksi, Wat
Phra Si Mahathat and Min Buri respectively.
The Yellow Line will run on a distance of 30.4
kilometers on the north-south direction east of Bangkok from Lat Phrao Road
to Theparak Road. It will connect with Blue Line, Airport Rail Link, Orange
Line and Green Line in Ratchada, Pattanakan, Lam Salee and Samrong

Thailand ‘special tourist visa’ for long-staying visitors costs 2,000 Baht per 90-day period

The policy ‘special tourist
visa’for long-staying visitorsis effective from 30 September, 2020, until 30
September, 2021.
Thailand’s Ministry of Interior has officially
announced the special tourist visa scheme for long-staying visitors, as part
of the plans to revive the country’s tourism industry while maintaining
effective COVID-19 control and prevention measures.
This special tourist visa scheme comes into effect from
30 September, 2020 and will be available for one year, until 30 September,
2021.
The policy will be granted to long-staying visitors
from countries with lower COVID-19 infection rates, as advised by the
Ministry of Public Health.
These visitors are required to comply with Thailand’s
COVID-19 control measures and undergo a quarantine in alternative local
state or hospital quarantine for a minimum of 14 days.
They must also have proof of their long-term residence
in Thailand; such as, payment for alternative local state or hospital
quarantine, and either of the following: hotel reservation for long-stay
purposes, evidence of ownership of a condominium, or house or condominium
rental contract.
In addition, they must have a health and accident
insurance coverage that cover the period of their stay in Thailand, with a
minimum 40,000 Baht coverage for outpatient treatment and a minimum 400,000
Baht coverage for inpatient hospital and physician services.
Long-staying visitors as qualified in accordance with
the measures by the Ministry of Public Health and relevant government
agencies can apply for this special tourist visa from Thai embassies and
consulates worldwide.
This is a single-entry visa to Thailand, valid for 90
days and can be extended twice, each for a further 90 days.
The visa costs 2,000 Baht per 90-day period.
The special tourist visa cannot be changed to other
types of visa, and the permission as well as the extension will be
considered in accordance with the rules and regulations by the Immigration
Bureau.

leave Thailand due to the country’s COVID-19 control measures, until 31
October, 2020.

This makes the fourth extension of the policy, which
first took effect from 26 March to 30 April, 2020. The second extension was

The Royal Thai Government cited the COVID-19 pandemic
remained severe in several countries, and the number of new cases globally
continued to rise. International travel restrictions – land, water and air –
are still in place in several countries. This affects foreigners stranded in
Thailand due to limited international travel.
Foreigners are advised to contact the Immigration
Bureau for an extension and make a notification of residence.

Thai airports to be ready for restored traveling in 2025

All projects
to build new airports and enhance the capacities of existing airports in the
country would have been fully implemented by 2025 when the International Air
Transport Association expected global aviation to be restored.
Airports in Thailand will be completely built and
expanded by the time when global aviation returns to its pre-COVID era in
2025, according to the Transport Ministry.
Deputy Transport Minister Thaworn Senneam told a
seminar on the future of Thai aviation that all projects to build new
airports and enhance the capacities of existing airports in the country
would have been fully implemented by 2025 when the International Air
Transport Association expected global aviation to be restored.
The deputy transport minister cited that Betong airport
in Yala province was already completed and set for opening this December.
Nok Air was interested in operating at the new airport and tour firms
planned to arrange for chartered flights for visitors to Betong, he said.
According to Mr Thaworn, aviation played important
roles in the Thai economy, generating 15.5% of its gross domestic products
and employing 4.3 million people.
Due to the coronavirus disease 2019, Thai airlines laid
off 120 pilots in the first quarter of this year. Unemployed pilots numbered
820 and formed 15% of all certified commercial pilots in the country, he

Thai PM orders strict online gambling suppression

Online gambling websites, which are easy to access by
children and youth, have become a topic of concern for the Prime Minister,
who has ordered strict suppression of these illegal websites.
Government Spokesman Anucha Burapachaisri revealed that
the Prime Minister, Gen Prayut Chan-o-cha, has expressed his concerns over
online gambling websites, which have now become easier for children and
youth to reach through advertisements made specifically to target children
and youth.
The Prime Minister has called on related agencies, both
governmental and private, to help suppress these illegal websites using
stringent measures, citing research on the behavior of online gamblers, who
tend to become addicted and lose more money than through conventional
gambling.
In the past week, the Ministry of Digital Economy and
Society, in a collaborative effort with the National Broadcasting and
Telecommunications Commission and the Royal Thai Police, has asked all
internet service providers and mobile carriers to block access to online
gambling websites within 15 days, after receiving court’s order.
So far, the court has ordered access to 1,202 websites
to be blocked for online gambling. Failure to block access to these websites
will result in legal consequences for the service providers. (NNT)

Thailand to allow six groups of international visitors to come next week

The Center for COVID-19 Situation Administration (CCSA)
has approved several measures related to COVID-19 prevention measures.
According to Deputy Spokesperson for the Ministry of
Foreign Affairs, Natapanu Nopakun, the center agreed, in principle, the
motion to allow six groups of international visitors to come to Thailand.
The first are cyclists, who will take part in a cycling
event, which will take place on October 6th to 16th in the provinces of
Samut Songkhram, Petchaburi, Prachuap Khiri Khan, Chumphon, Ranong, and
Surat Thani. The second group are pilots and cabin crew who have visited the
United States, one of the countries with the highest number of COVID-19
patients. The third group are people visiting Thailand holding non-immigrant
visas. The fourth and the fifth groups are long stay visitors with Special
Tourist Visas (STV) and people holding the APEC Business Travel Cards. The
sixth group are people who wish to stay in Thailand for no longer than 90
days in total. Visitors in this group must receive approval from the MFA

He said that in the project rubber fender barriers and
rubber guide posts would be installed to absorb crash impacts, thus reduce
damage and at the same time generate at least 30 billion baht in income of
rubber farmers because the production of such safety tools considerably
consumed natural rubber as their raw materials.
The project is being implemented in three northeastern
provinces of Nakhon Phanom, Bung Kan and Loei that possessed vast rubber

The prime minister said that the coronavirus disease

COVID-19 in line with the International Health Regulations (2005) and the
guidelines of the World Health Organization.
Gen Prayut encouraged the UN to take the lead in
ensuring that all countries would have equal access to COVID-19 vaccines and

The delegation inspected the production of E-buses at
the plants of Sakun C Innovation Co and Choknamchai Co in Suphanburi
province.
The partnership in the project will introduce electric
vehicles for public service and Thailand can move towards being a country
that will use electricity as a main source of its energy consumption.

Thailand’s Deputy Prime Minister for economic affairs
and Minister of Energy has revealed an outlook for Thailand’s economy to
fully recover from the COVID-19 crisis in 2 years, with the debt-to-GDP
ratio maintained below 60 percent.
The Deputy Prime Minister and Minister of Energy
Supattanapong Punmeechaow gave a lecture on options and the survival of
Thailand, in which he has forecast that the Thai economy will recover from
the COVID-19 crisis in two years, or at the earliest by the end of 2021,
thanks to the government’s measures.
He said the government has issued assistance measures
for 33 million people, using about 800 billion baht, while at the same time
promoted access to soft loans for the general public and businesses to
maintain their fluidity, along with debt restructuring campaigns.

Thai teacher hitting young children to be prosecuted

Surveillance
camera footage showed several students were attacked by the female teacher
identified as Joom.
A deputy spokesman of the Office of the
Attorney-General said that a teacher who hit kindergarteners at a well-known
school in Nonthaburi province was considered as committing physical assault
and her colleagues who failed to help the young could be prosecuted for
facilitating the crime.
Kosolwat Intujanyong, the deputy spokesman, said the
teacher who used physical force against kindergarteners at the school in
Nonthaburi was considered as violating Section 295 of the Criminal Code that
prohibited people from causing injury to others in body or mind and the
offence carried a jail term of up to two years and/or a fine of up to 40,000
baht.
Besides, other teachers who appeared in video clips of
the physical assault could be prosecuted for facilitating the crime if they
proved to be aware of the act and fail to stop it, Mr Kosolwat said.
Many parents of affected kindergarteners filed their
complaint at the Chaiyapruek police station in Pak Kret district of
Nonthaburi yesterday, against the teacher who attacked their children in
their classroom.
Affected children became very scared to go to the
school. Surveillance camera footage showed several students were attacked by
the female teacher identified as Joom in a classroom between 10am and noon
on Sept 23 and other teachers apparently tolerated the act. (TNA)

Authorities in the southern resort province are
implementing the 5T Model for COVID-19 screenings, already set up a COVID-19
test lab at its airport and are now ready to welcome foreign tourists.
Phuket’s health chief Dr Thanit Sermkaew said the 5T
Model consisted of Target, Testing, Tracing, Treating and Trusting.
Target means the target groups of visitors. Testing
refers to tests for the coronavirus disease 2019 including tests on arrivals
right at Phuket airport.
Tracing stands for application software to monitor the
movements of tourists. Treating shows the readiness of medical treatment and
resources and Trusting represents communications to create confidence among
all parties and foreigners.
The Office of Disease Prevention and Control 11 in
Nakhon Si Thammarat province installed the COVID-19 lab container module at
Terminal X of Phuket airport on Sept 24. Its system will be tested on Sept
28 and the laboratory was set to start its operation on Sept 30.
The lab is capable of testing 96 people at a time and
test results will be known in six hours. Dr Thanit said that its capacity
should be adequate to serve initial arrivals. (TNA)

13 Illegal Cambodian migrants arrested in Sa Kaeo, Thailand’s border province

Five
Cambodian men and women were spotted in Ban NongPhai village of Ta Phraya
sub-district in Ta Phraya district at 2am.
Security officials from a rapid movement patrol team of
the Burapha Task Force arrested 13 illegal Cambodian migrants who were
heading for jobs in inner country.

already paid 3,000 baht each to a human trafficker who promised to arrange

sub-district. Three Cambodian men and five female compatriots were on the
vehicle.
Its driver Pachararote Wachirapanjinda, 48, said he
would send the Cambodians to many provinces including Nonthaburi, Nakhon
Nayok and Bangkok.

China’s Great Wall Motors to start production in Thailand next year

The Industry
Minister said GWM would improve the production lines that it had taken over
within the fourth quarter of this year for the production of vehicles with
internal combustion engines and electric vehicles.
Great Wall Motors (GWM), a giant automobile
manufacturer of China, will start its production in Thailand next year with
a capacity of 80,000 units a year, Industry Minister Suriya Jungrungreangkit
said..
After his meeting with Zhang Jiaming, president of
GWM’s ASEAN operations, Mr Suriya said GWM would improve the production
lines that it had taken over within the fourth quarter of this year for the
production of vehicles with internal combustion engines and electric
vehicles.
According to the minister, the company will have an
annual production capacity of 80,000 vehicles and will begin with producing
sports utility vehicles and pickup trucks. The company plans to invest 22.6
billion baht and employ 3,435 people.
It also plans to manufacture key parts including
batteries and transmissions for its electric vehicles. Local content will
form 45% of parts for its first model to be produced in Thailand and the
proportion will rise to 90% within 2025.
Besides, the company will set up its research and
development center that will cover its operations in Southeast Asia.
Mr Suriya said he and Mr Zhang discussed promotional
privileges, measures to promote electric vehicles and the disposal of used
cars and batteries.

At present, Thailand had the production capacity of 2
million automobiles annually, half of them for export and the rest for local
buyers.
GWM’s investment would highly benefit local buyers
because they would have more choices and local parts could serve its

Tourists

phenomenon in which great balls of fire emerge from the surface of the river
at the end of Buddhist Lent.
The northeastern province of NongKhai has prepared to
hold the Naga Fireball festival under strict Covid-19 control measures this
year.
Nongkhai governor, Ronnachai Chitrawiset said the end
of the Buddhist Lent falls on Oct 2 and the province will organize the
annual Naga fireball festival in six districts from Sept 29 – Oct 5.
It is expected many tourists will reserve space along
the Mekong riverbank to view the Naga fireball phenomenon in Phon Phisai and
Rattanawapee districts.
The celebration with various activities such as
cultural performances will be organized in Muang district.
Among the highlights is a light and sound show on the
legend of mysterious Naga fireball phenomenon at 7 pm. from Sept 29 – Oct 2.
Traditional dance to worship the Naga will be performed
and a traditional long boat race will be held.
The phenomenon, in which great balls of fire emerge

Besides, the cabinet approved a budget of 204 million
baht that the Ministry of Public Health requested to contain the second wave
of COVID-19 that may happen in the country.
The ministry reported that it would spend the budget to
control the disease among Thai people and foreigners who would be arriving
in the country and to protect medical personnel from the disease, Ms

Thailand Excise Dept. expects to generate 520 billion baht this fiscal year

Fuel and
petroleum products remained the number one source of excise tax revenue.
The Excise Department expects to generate 520 billion baht in revenue in the
current fiscal year which ends this month.
Mr. Patchara Anuntasilpa, Director-General of the
Department, said that 503.88 billion baht worth of excise tax had been
collected in the current fiscal year, from October 2019 to August 2020.
The tax collection was 6.53 percent or 35 billion baht
lower than the previous fiscal year, he said.
Fuel and petroleum products remained the number one
source of excise tax revenue, accounting for over 200 billion baht, said Mr.
Patchara.
With economic reopening, growing domestic tourism
revenue and car sales, the Department expected a revenue of approximately

Ministry of Public Health was concerned about the health of political

said.
Dr Sophon said demonstrators should monitor their
health conditions for 14 days, measure their body temperature, wear face

could be fatal for them.
Anyone who had a fever, sore throat, runny nose and
loss of taste and smell must seek medical examination right away and

Legal action taken against protesters over installing plaque at Sanam Luang in Bangkok

The Fine Arts Department
filed a complaint at the Chana Songkram police station to take legal action
against demonstrators who embedded the brass plaque on the Sanam Luang
ground Sunday.
The Fine Arts Department has filed a complaint to the
police against anti-government protesters for invading Sanam Luang and
installing a plaque at Sanam Luang, the registered historic site.
The department filed the complaint at the Chana
Songkram police station to take legal action against demonstrators of the
United Front of Thammasat and Demonstration, who embedded the brass plaque
on the Sanam Luang ground Sunday. The plaque declares Thailand belongs to
the people.
The action violates the Ancient Monuments, Antiques &
National Museums Act. Anyone who invades the historic site, causes damage to
it or devalues it faces up to seven years in prisons or a maximum fine of
700,000 baht, Prateep Pengtako, Director-General of the Fine Arts
Department.
As Sanam Luang is a registered historic site, violation
is punishable by a maximum of ten years in jail and/or a maximum fine of
1,000,000 baht.
Sanam Luang was listed as a historical site in 1977.
The royal ceremonial round covers 74 rai (about 29 acres).
Meanwhile, the People’s Plaque, cemented by the
protesters on Sunday has been already removed overnight. Many people took
pictures next to the plaque before Sanam Luang field was closed at 10 p.m.
The plaque resembles the original one that was planted
on the ground of the Royal Plaza to mark the 1932 Revolution, which ended
the absolute monarch.

and stressed that national recovery must be accelerated after the
coronavirus disease 2019 crisis.
In the opening ceremony, Gen Prayut delivered his
speech on the New Normal of Thailand after COVID-19. He said the pandemic
caused severe economic and social recessions and all parties must join
forces to speed up the recovery.
To achieve that, Gen Prayut said, the country needed to
adapt to situations, changes and crises and conduct structural changes to
guarantee post-COVID growth.
According to him, NESDC must adjust the 12th National
Economic and Social Development Plan to suit situations in the rest period
of the plan implementation during the 2021 and 2022 fiscal years. Local
economy must be strengthened, vulnerable groups of people and small and
medium enterprises will receive help and farmers will have access to new
technology and platforms that will support their marketing.

The central bank sought updates on transactions at SCB

Tharith Panpiemras, BOT’s senior director for banking
supervision and risk assessment, said SCB management did not see any surge
in withdrawals and even if there was such a surge, it would not have an
impact due to the present liquidity condition of the bank.
When money was withdrawn from a financial institution,
it would go to another financial institution and remain in the system of
commercial banks, Mr Tharith said.
Besides, BOT recently ordered financial institutions to
conduct stress tests and there was not a concern about their liquidity, he
said.

Spectator limits remain in place at sport events and concerts in Thailand

The number of spectators at sport events and concerts
is still limited in the sixth phase of lockdown restriction easing,
according to the Health Department.
Thailand on Monday reported zero new coronavirus cases.
The total cases in the country remain at 3,506.

new Covid-19 patients in state quarantine, it must be careful because the

Regarding the sixth phase of restriction easing, he
said the number of spectators at outdoor sport events and concerts is still
limited at 25 per cent of the capacity of a venue and at 15 per cent of its
capacity for indoor events in order to comply with the social distancing
guideline.
Temperature checkup are required at the pre-visit
screening checkpoint, hand sanitizer must be provided and visitors have to

Thailand Lower House approves fiscal year 2021 budget

The Prime
Minister Gen Prayut Chan-o-cha stressed that the budget allocation for next
fiscal year is crucial for stable economic development.
The House of Representatives has voted to approve the
Fiscal Year 2021 Budget Bill, which will now be submitted for the Senate’s
approval next week.
The House of Representative in the third and final
reading approved the Fiscal Year 2021 Budget Bill, with 269 MPs voting in
favour, 60 voting against, and 121 abstentions.
At the first reading, the government initially
requested a 3.3 trillion baht budget, which was then reduced to 3.285
trillion by the parliament’s commission led by Mr Santi Promphat from the
Phalang Pracharat Party, marking the first time the proposed budget has been
adjusted downwards.
The Prime Minister Gen Prayut Chan-o-cha stressed that
the budget allocation for next fiscal year is crucial for stable economic
development, adding that the government will accept comment from the
commission to improve its budget and resources management to yield the
maximum benefit to the general public.
The bill will be sent for the Senate’s approval on 22nd

Gen Narongphan will be the 42nd army chief and succeed
Gen Apirat Kongsompong who will retire at the end of September.
Assistant navy chief Adm Chatchai Srivorakan will be
the navy chief and air force’s specialist ACM Airbull Suttiwan will become

Songkhla border closed, Thais in Malaysia urged to cross border in other provinces

The governor
of Songkhla has asked Thai nationals to return legally over other border
crossings that arestill open.
The Malaysian authorities have recently closed Bukit
Kayu Hitam border crossing temporarily, making it impossible for Thais in
Malaysia to return through Sadao border crossing in Songkhla. The governor

control screening for COVID-19.
Security agencies have enhanced their patrols and
operations along the natural border between Thailand and Malaysia to prevent

Following a temporary closure of Bukit Kayu Hitam
border crossing in Malaysia until 25th September, effectively barring
persons from crossing the border at Sadao border crossing on the Thai side,

come back to arrange their return through Betong, Su-ngai Kolok, or Wang
Prachan border crossings instead.
He has warned that persons returning to the country by
illegally crossing the border will be prosecuted, blacklisted, and prevented
from seeking future employment in Malaysia.
Meanwhile, at the Thailand-Laos border in NongKhai,
security officers have ramped up their operations at the border to prevent
illegal border crossings across the Mekong River.
Since 26th March this year, more than 30 Lao nationals
have been arrested for illegal entry into Thailand. The officers will
continue to prevent the illegal crossing of migrants, and the smuggling of

Anti-government demonstrators gather at Thammasat University, Bangkok

The gates of the campus
were initially locked but were opened later on for demonstrators to enter to
set up a peaceful demonstration.
Anti-government demonstrators showed up in front of the
ThaPrachan campus of Thammasat University facing Sanam Luang ground while
local police were present to ensure order.
Although the gates of the campus were locked and there
were signs announcing its closure on Sept 18-20, demonstrators gathered in
front of the place and waited for their leaders. They insisted on entering
the campus.
Pol Maj Gen Piya Tawichai, deputy commissioner of the
Metropolitan Police Bureau, announced guidelines for police’s responses to
demonstrators. Prime Minister Prayut Chan-o-cha ordered them to be gentle
and patient.
Regarding their new demonstration response plan named
Chumnum 63, police denied it was designed to crack down on demonstrators.
The new plan only corrected the flaws of their old plan known as Korakot 52
and complied with the Public Assembly Act, police said.
Health officials set up COVID-19 screening booths to
check the body temperatures of demonstrators and hand out alcohol gel in a
bid to control the coronavirus disease 2019 among the crowd. (TNA)

Malaysia deports 48 Thais after serving prison sentences

The 38 males
and 10 females were arrested for working illegally in Malaysia and have
already finished their prison sentences.
Forty eight Thai nationals have been deported after serving prison sentences
in Malaysia.
The Malaysian authorities handed over the 48 Thai
citizens to their Thai counterparts at the border crossing in Songkhla’s
Sadao district Friday morning.
The 38 males and 10 females were arrested for working
illegally in Malaysia and have already finished their prison sentences.
Undergoing COVID-19 tests upon arrival, all of them
tested negative for coronavirus and were immediately sent for mandatory
14-day quarantine in Songkhla.
Malaysia conducted the repatriation of Thai citizens
while temporarily closing its border crossings in Kedah State for 14 days
due to the surge of COVID-19 cases.
Officials said that over 100 new COVID-19 patients have

Heavy rain hits eastern and northeastern Thailand as storm Noul moves in

The storm has caused
strong waves battering the coasts of Chonburi, Chanthaburi, Rayong and
Trat in eastern Thailand.
Tropical Storm Noul has
caused heavy rainfalls in Thailand’s northeast as the Category 3
tropical storm made landfall in Vietnam’s Hue city early on Friday.
The storm is forecast to have strong impacts to
provinces in the North and Northeast from Friday to Sunday.
Thailand’s Department of Meteorological reported at
10 am on Friday that Noul was moving toward the Northeast of Thailand
with sustained winds of 75 kilometer per hour.
It moved to Mukdahan province Friday afternoon
before weaken to tropical depression, according to the Meteorological
Department.
Heavy rains began to strike a wide area in the
North and Northeast Thursday night, causing floods in many cities such
as Ubon Ratchathani and Surin.
Provincial disaster prevention offices have warned
people of flashfloods and hazardous conditions related to the storm.
The storm has also caused strong waves battering
the coasts of Chonburi, Chanthaburi, Rayong and Trat in eastern
Thailand. Fishermen in coastal area of the Andaman Sea in Krabi
province have halted their outings after the weather office issued a
warning of high waves and strong winds from Friday to Monday. (TNA)
