Thailand has been added to England’s travel corridor exempt list. People arriving from Thailand in England will not need to self-isolate for two weeks from Saturday morning, said Foreign Affairs Ministry’s deputy spokesman Natapanu Noppakhun.

The change comes into effect at 4am on September 19.

Apart from Thailand, Singapore was also added to the travel corridor countries, which have already included Brunei, Denmark, Germany, Italy, Japan, South Korea, New Zealand and Vietnam, he said.

Thailand and Singapore have been added to the travel corridor list following a decrease in confirmed cases of coronavirus.

It is good news for Thai people and has a positive effect on Thailand particularly the business sector and students.  It is the outcome of Thailand’s effective Covid-19 control and prevention, recognized internationally, he said.

Travelers from Thailand get exempted from quarantine rules in some countries due to their confidence in Thailand’s strong public health system and disease control measures.

In August, Israel announced Thailand and eight other countries in the list of green countries in addition to 21 countries, previously listed.  Germany removed Thailand from the coronavirus high risk countries in June, he added.

Meanwhile, Thai nationals and foreigners, travelling from England to Thailand are subject to a 14-day state quarantine.

Thailand on Friday reports seven new cases of Covid-19, raising the total cases to 3,497 while 111 patients are being treated in hospitals. (TNA)

Thai PM concerns rally will worsen pandemic situation and economy

Prime Minister Prayut Chan-o-cha sent his message through TV Pool in the evening as anti-government demonstrators planned to rally at the ThaPrachan campus of Thammasat University on Sept 19.

Prime Minister Prayut Chan-o-cha has asked anti-government demonstrators to suspend their activities until the coronavirus disease 2019 crisis to end, warning their early movements could result in the disease spreading and failure to help the economy.

The prime minister sent his message through TV Pool in the evening as anti-government demonstrators planned to rally at the ThaPrachan campus of Thammasat University on Sept 19.

“When you gather in mobs you are creating an enormous risk of new infections. And with that, you also create enormous risk to the livelihoods of tens of millions of fellow Thais. Any major flare up of infections will lead to terrible consequences and even worse economic destruction, the likes of which we have never seen. Please think about this,” Gen Prayut said.

He said that he was aware of demonstrators’ messages and concerns about politics and the constitution.

“But right now, our country has some very much more immediately painful issues that it must be addressed and that is the economic destruction brought about by Covid. Let’s not make the situation worse than it is. Your protests delay economic recovery because you affect business confidence, and you affect the confidence of tourists to return to our country when we are ready to receive them,” the prime minister said.

“We should not create a situation that puts our country at risk of returning to lockdowns as we had in March and April this year, and even further increase the terrible pain of other people during this time.”

“Let’s try and get through this global crisis, and defeat Covid first, together. And then we can come back to politics, again,” Gen Prayut said. He also said that he ordered security officials to deal gently with demonstrators. (TNA)

Thai Cabinet approves long-stay visitor proposal ‘Special Tourist Visa’ starting next month

Thai Cabinet in its weekly meeting has approved the proposal for a country reopening to long-term visitors though the Special Tourist Visa (STV) arrangement.

The Cabinet has approved a Special Tourist Visa proposal to allow long-stay visitors to enter the country, subject to quarantine and other requirements, allowing eligible visitors to stay in the country for a maximum of 270 days.

A Deputy Government Spokesperson, Traisuree Taisaranakul has revealed that the Cabinet in its weekly meeting today has approved the proposal for a country reopening to long-term visitors though the Special Tourist Visa (STV) arrangement, as proposed by the Ministry of Tourism and Sports.

With this visa, visitors entering the country must give their consent to complying with the public health regulations and requirements imposed by the Thai authorities, including a 14-day quarantine on arrival at their place of accommodation.

Visitors applying for this visa must be able to produce evidence of their long-term stay in Thailand, such as a receipt for their quarantine accommodation or hospital stay payment, plus either the payment confirmation for accommodation or hospital stay after their quarantine, or a copy of the title deed of their condominium, owned by either the applicant or a family member, or confirmation of a rental condominium or house, or a down payment confirmation for the purchase or rent of a unit legally sold to a foreigner.

After completing the COVID-19 screening and quarantine measures as set out by the Ministry of Public Health and other agencies, and provided that all the accommodation requirements are met, foreigners can apply for the Special Tourist Visa with the fee of 2,000 baht. The visa will come with a 90-day validity. An extension for another 90 days can be applied for twice, subject to the discretion of an immigration officer, with new applications and fee to be resubmitted and paid each time.

This Special Tourist Visa arrangement will be effective once publicly announced, until 30th September 2021.

The deputy government spokesperson said this arrangement has been made to attract high-spending tourists to the country in order to help with the recovery of tourism and related businesses.

Before the COVID-19 pandemic, Thailand usually received no less than 2 trillion baht revenue each year from international tourists. The lack of international visitors has deprived the tourism sector of revenue, causing a knock-on effect to all sectors in the economy. The government is now seeking to allow international visitors to return to limited areas of the country in order to ensure effective disease control against another spike of COVID-19 cases in Thailand. Sadao border checkpoint closed to Thai citizens in Malaysia for 14 days

Sadao border checkpoint, in Songkhla province, on the Thai-Malaysian border, is temporarily closed to Thai people in Malaysia who had planned to return to Thailand in the 14 days September 12th-25th, 2020.

Stringent measures are in place along Thai borders to prevent the spread of COVID-19, while the border checkpoint at Sadao is closed to Thai citizens in Malaysia for 14 days.

Sadao border checkpoint, in Songkhla province, on the Thai-Malaysian border, is temporarily closed to Thai people in Malaysia who had planned to return to Thailand in the 14 days September 12th-25th, 2020. However, the measure does not affect the transportation of goods between Thailand and Malaysia through Sadao border checkpoint.

The Royal Thai Embassy in Malaysia has advised Thai people wishing to return to Thailand by land between 12th and 25th September 2020, to register for a travel certificate by choosing another border checkpoint, namely Betong Yala Checkpoint, Su Ngai Kolok Checkpoint in Narathiwat Province, or Wang Prachan Checkpoint in Satun Province.

This is because Malaysia has closed its Bukit Kayu Hitam border checkpoint, opposite Sadao in Songkhla, until September 25th to control the spread of Covid-19 in Kedah state where there are more than 100 COVID-19 patients, the highest number in Malaysia.

The Royal Thai Embassy in Malaysia has suggested that Thais who had registered earlier to enter the country via Sadao Checkpoint between now and Sept 25th, should re-register and choose from Betong, Sungai Kolok and Wang Prachan checkpoints, which remain open. (NNT)

Thai research center urges tourism businesses to focus on domestic tourists

Krungthai Bank research center recommends Thai business to concentrate on domestic tourism for the time being.

BANGKOK (NNT) - Krungthai Bank’s research center has urged the tourism sector to adapt to the New Normal for domestic tourism, in order to minimize damage from COVID-19, as international tourism is not expected to recover in even the coming year.

Krungthai COMPASS, a think tank of the Krungthai Bank, has estimated Thailand’s tourism sector revenue this year will shrink by 70 percent, with only 900 billion baht revenue expected, much less than the figure before the COVID-19 pandemic, which was 3 trillion baht.

The research unit expects the tourism sector to perform slightly better in 2021, with 1.2 trillion baht in revenue expected, however this figure is still 59 percent below the usual income before COVID-19.

With this prospect in mind, Thailand’s tourism sector will have to rely heavily on domestic tourists, whose acceptance of New Normal tourism focuses on closer destinations and safety, as reflected in July’s tourism data where provinces with the highest accommodation occupancy rate, were those located close to Bangkok, such as Petchaburi and Kanchanaburi.

The center has highlighted that most Thai tourists prefer visiting destinations hosting natural attractions, adventure attractions, and cultural attractions that are less crowded. It has urged related agencies to further develop facilities for tourists at these attractions.

Krungthai COMPASS’ projections on the tourism industry next year, are based on a scenario in which a vaccine for COVID-19 starts production in early 2021, with mass access expected in late 2021.

It has also commented on a further predicted drop in the number of international tourists next year, ranging from only 900,000 persons or as many as 14 million based on government policy, saying the uncertainty will make it difficult for the tourism sector to fully recover.

Several ways of enabling the country to reopen for tourism have been discussed, such as a Travel Bubble arrangement between countries with low cases, or the reopening of only tourist islands with their own airports such as Phuket and Samui, or reopening only for certain groups of visitors, such as those seeking medical tourism opportunities, golf course enthusiasts, and long-term visitors who normally spend twice the average tourists’ expenditure.

Thailand Health Volunteers Association president said the volunteers will apply the knowledge gained in the seminar and pass it on to as many villagers as possible, because of concerns regarding the circulation of fake news on many platforms.

Thailand to begin human trials vaccine this year

Public Health Minister, Anutin Charnvirakul, said 1-billion-baht budget had recently been approved to support the NVI’s work and to instigate a technology transfer for the vaccine in the country.

With Thailand expected to begin human trials of its potential coronavirus vaccine this year, the Ministry of Public Health will seek the cabinet’s approval for a 3-billion-baht budget to support vaccine development and technology transfer in the country.

Deputy Prime Minister and Public Health Minister, Anutin Charnvirakul, chaired a meeting this week to discuss COVID-19 vaccine development in Thailand. Representatives and researchers from the Department of Medical Sciences, the National Vaccine Institute (NVI), state agencies, universities and private companies participated in the meeting to exchange views and information on current research into a COVID-19 vaccine.

Mr. Anutin said the government is facilitating COVID-19 vaccine development in cooperation with many sectors. Recently, it approved a 1-billion-baht budget to support the NVI’s work and to instigate a technology transfer for the vaccine in the country. Furthermore, the Ministry of Public Health will seek the cabinet’s approval for a budget of 3 billion baht to support ongoing COVID-19 vaccine research and development.

The NVI Director, Dr. Nakorn Premsri, said there are two types of vaccines being developed to combat COVID-19. They are virus-like particle (VLP) vaccines, developed by the Faculty of Medicine of Siriraj Hospital, and subunit vaccines, developed by the Faculty of Pharmaceutical Sciences of Chulalongkorn University. If both types of vaccine can be shown to stimulate the immune system of tested animals, the expertise and technology will be transferred to the Government Pharmaceutical Organization (GPO), so that the vaccines used in clinical trials meet the good manufacturing practice (GMP) requirements. The agency is also working with the National Center for Genetic Engineering and Biotechnology (BIOTEC) in developing a killed-vaccine by using genetically engineered severe acute respiratory syndrome coronavirus 2 (SARS COV 2) and influenza viruses. If successful, they will be used to produce more vaccines. The results of the three vaccine developments should be known this year or at the beginning of 2021. The NVI will consider funds for other researchers, with support from the academic committee. (NNT)

The Government Lottery Office (GLO) held a seminar for lottery ticket vendor representatives titled "Distributing Lottery Tickets, Addressing Overpricing" to deal with sets of lottery tickets with popular numbers selling for as high as 150 baht a set.

Quota holders for lottery tickets along with sellers, members of the public, academics and the media attended the seminar with the intention of resolving problem.

GLO board member and spokesperson, Asst. Prof. Dr. Thanavath Phonvichai, said many small retailers were added over the past two to three months, due to the unusually high level of unemployment, driving up the ticket price.

Vendors at the meeting called for another 100 million tickets to be added to meet demand, while the Disabled Persons Association asked that a quota of tickets be sent to relevant organizations and foundations at 70.40 baht. It was also suggested that more seller slots be opened and that registered sellers not be allowed to forward tickets to unofficial retailers. All recommendations collected during the meeting will be discussed by the GLO board on September 23 this year.

Retailers have asked that at least 4 million more tickets be issued at this time as a temporary remedy. (NNT

The latest investigation into the malware attack at Saraburi Hospital has found that the attackers are located in Europe. The police are now working to map out the connection between that attack and others that are similar, to see if the same hackers are involved.

Maj Gen Panthana Nuchanart, the chief of the police narcotics intelligence unit and chief coordinator with the Ministry of Digital Economy and Society’s anti-fake news center has revealed the latest developments in the investigation into the malware attack at Saraburi hospital, which made information on the hospital’s network inaccessible.

He said the investigation shows this incident is different from other ransomware attack as the hackers did not demand a ransom be paid in exchange for data access after encrypting the hospital’s data, making it inaccessible. They have now ascertained that the hackers responsible are located in Europe.

Maj Gen Panthana said there has yet to be any conclusion as to why the hackers choose Saraburi Hospital as a target, however similar attacks have previously been made on many of the government agencies and private companies’ websites, with ransom demanded in some of the incidents. Investigations are now being made to see if there is a connection between these attacks.

He has accepted that the case with Saraburi Hospital is a new case handled by the Royal Thai Police’s Technology Crime Suppression Division, adding that the police will now seek cooperation with other agencies to enhance security protocols against cyber-attacks. (NNT)
